California

Title: Senior Energy Policy & Planning Analyst 

Description: The Integrated Resource Planning (IRP) group's Planning & Modeling section is in search of Senior Analyst to provide program oversight and policy/technical analysis to support the state’s electricity resource planning efforts to implement key state policy goals. Title: Energy Planning Data Analyst 

Description: Are you looking to make a difference and join a highly motivated team working on issues such as climate change, renewable energy, and energy efficiency optimization? Title: Climate & Procurement Analyst 

Description: The Climate Adaptation Analyst will play a pivotal role in preparing California for a more resilient future. Under direction of the Project and Program Supervisor, the analyst serves CPUC decision-makers in developing high-level policy and aids in overseeing programs that are developed pursuant to those policies. The analyst will conduct policy and quantitative analysis related to energy infrastructure, risk-based decision-making, coordinate with internal and external subject matter experts, and develop work products that are used to advise key decision-makers such as Commissioners, Judges, and Energy Division management; this includes developing briefing documents, reports, and presentations. The analyst will support the policy and technical planning and oversight of Climate Adaptation issues to support resilience and reliability for the state's energy infrastructure coordinated with related long-term planning energy proceedings and other state agencies such as coordination with the California Fifth Climate Assessment. The analyst's work will support policy development and technical review and assessment of the utilities’ Climate Adaptation Vulnerability Assessments coordinating with CPUC subject matter experts, utilities, and other stakeholders. The analyst will support issues related to the Public Utility Regulatory Policies Act (PURPA) including combined heat and power policies. The analyst may also support research, development, and demonstration (RD&D) programs to support the Commission’s goal for prioritizing innovation investments in climate adaptation. In general, the analyst will serve to support the state's mission to ensure electric and natural gas systems provide safe, reliable, and affordable service to customers while mitigating and adapting to climate change. The analyst will consider diversity, equity, and inclusion in policy analysis, stakeholder engagement, and internal processes.

Title: Data Management and Analytics unit Supervisor 

Description: Under the general direction of the manager of the Zero Emissions Vehicles Acceleration (ZEVA) Branch, the incumbent serves as the highest-level resource specialist and serves as the unit manager giving direction and conducting oversight of multiple staff members. Description: The Agency Legal Director will act as the principle legal advisor to PURA at an exciting time as the agency transitions to an independent agency with five seated commissioners. District of Columbia

Title: Program Analyst (Operations Lead)  

Description: The mission of the Department of Energy and Environment (DOEE) is to protect and restore the environment, conserve natural resources, and improve the quality of life in the District of Columbia. This Program Analyst position is located in the Energy Administration, Building Performance Division (BPD). The incumbent of this position will serve as the Division’s Operations Lead by overseeing the day-to-day operations, supporting the Associate Director with strategic resource and budget planning, and assisting with tracking metrics and key performance indicators for the Division. This position will be responsible for coordinating with the various programs within the BPD to facilitate the development of Standard Operating Procedures and other tools to help streamline and optimize processes across the Division. The incumbent will provide the necessary guidance and leadership to ensure that milestones are met and quantifiable progress is being made in implementing programs within BPD’s purview or other Clean Energy DC initiatives. Serving as one of the main points of contact for the Division, the incumbent will assess priorities and work closely with team members to align objectives across BPD programs. The Operations Lead will also be responsible for communicating any obstacles and challenges that the Division faces in completing projects or tasks and proactively working with the Associate Director to identify and implement solutions. The incumbent will be required to interact regularly with senior agency management staff and various community stakeholders. Strong technical writing and computer skills, including the ability to conduct independent research and analyses are required. Experience using relational databases, customer service management software is strongly preferred. 

Title: Program Analyst (IRA Rebates)  

Description: The mission of the Department of Energy and Environment (DOEE) is to protect and restore the environment, conserve natural resources, and improve the quality of life in the District of Columbia. This position will support the implementation of Department of Energy Home Energy Rebates funded programs: the Affordable Home Electrification Program (AHEP) and the Affordable Housing Retrofit Accelerator (AHRA). These programs, run under contract with the DC Sustainable Energy Utility (DCSEU), provide home energy upgrades for low-income households and affordable housing buildings to reduce energy use and to support the transition from fuel burning to electric-powered home appliances and systems. Related to these programs, the incumbent will (1) provide program management support and assist with monitoring and oversight of the DCSEU ; (2) establish and carry out processes to ensure that participating housing buildings are maintaining rental affordability; (3) assist with federal reporting and meeting other requirements of the federal Home Energy Rebates programs; (4) coordinate program and policy development and implementation within DOEE and with sister agencies; and (5) other duties as assigned. Strong organization, communication, and writing skills are required. Experience with building energy programs, federal grants implementation, and/or program management is preferred. 

Title: Energy Program Officer (Branch Chief, Resilient Energy Systems) 

Description: The mission of the Department of Energy and Environment (DOEE) is to protect and restore the environment, conserve natural resources, and improve the quality of life in the District of Columbia. This position will manage 8-10 energy policy and technical professionals to implement programs and policies to support a cleaner, more resilient energy system for the District. It will supervise implementation of the District’s Solar for All program, as well as other efforts to expand the amount of clean energy serving the District of Columbia, particularly to benefit low- and moderate-income District residents. It will look for opportunities for the District to continue to innovate in its approach to energy and support key stakeholders serving the District in their efforts to decarbonize the District’s energy system. Finally, this position will provide leadership and work with others in the Department and across the District Government to support the District’s climate and clean energy goals. 

Title: Program Analyst (Workforce) 

Description: The mission of the Department of Energy and Environment (DOEE) is to protect and restore the environment, conserve natural resources, and improve the quality of life in the District of Columbia. The incumbent of this position will serve as the Workforce Program Analyst located in the Energy Administration, Building Performance Division, Outreach, Engagement and Capacity Building Branch. This position will be responsible for designing, developing, and leading the Energy Administration’s workforce capacity building strategy; developing a strategy to address the workforce needs for the District’s building energy efficiency programs. The position will work to develop a strategic, coordinated vision for workforce across various programs, including DOEE’s Small Building Re-tuning Program, the Affordable Housing Retrofit Accelerator (AHRA), and the Affordable Home Electrification Program (AHEP), as well as liaise and coordinate with the DC Sustainable Energy Utility (DCSEU) and their workforce development program, Train Green. The incumbent will also facilitate and coordinate strategic planning sessions between key building industry partners such as the Apartment and Office Building Association (AOBA), the DC Building Industry Association (DCBIA), DCSEU, the Building Innovation Hub, and other key building industry groups. The incumbent will also support and coordinate with other workforce development and apprenticeship programs, as well as help develop and administer work force related grants and programs in EA. Finally, the incumbent will report and track metrics to evaluate the effectiveness of workforce programs. 

Title: Energy Program Officer – Utility Affordability Administration 

Description: The mission of the Department of Energy and Environment (DOEE) is to protect and restore the environment, conserve natural resources, and improve the quality of life in the District of Columbia. The incumbent of this position will serve as the Deputy Director for the Utility Affordability Administration, which consists of the Utility Assistance Division and the Residential Services Division. The incumbent will oversee utility, energy, and water assistance programs; and administer the Weatherization Assistance Program (WAP) and the Low-Income Home Energy Assistance Program (LIHEAP) for the District of Columbia. The incumbent will direct and oversee all aspects of LIHEAP and WAP, as well as the Low-Income Household Water Assistance Program (LIHWAP), Utility Discount Programs (UDP); Emergency HVAC Program; Clean Rivers Impervious Area Charge (CRIAC) Residential Relief Program; Lead Pipe Replacement Assistance Program (LPRAP); and Lead Hazard Reduction Program. The incumbent will also manage the transition of the DC Property Assessed Clean Energy (PACE) program to the DC Green Bank. The incumbent will also be directly responsible for acquiring Federal, District, and private funds for the programs, for implementing the programs on a District-wide basis and assuring fiscal and delegate agency compliance with Federal and District program requirements. The incumbent will supervise professional staff; plan, organize and direct divisional functions, and ensure activities are carried out in compliance with applicable regulations and guidelines through the work of staff, vendors, and sub-awardees. The incumbent will work with senior and mid-level managers to establish program-funding levels, draft operating budgets, develop proposals for contractual services, manage the issuances of operating agreements with District and Federal entities, and oversee the management of public and private grants. The incumbent will work with other divisions within the agency as well as sister DC Government agencies and federal agencies to provide necessary services and assistance to District of Columbia residents. 

 

Florida

Title: Senior Attorney 

Description: The Senior Attorney the Florida Public Service Commission hires will work in the Economic Regulation Section of the Office of General Counsel. This Section handles legal work for the Commission concerning ratemaking, certification, and territorial issues in the water, wastewater, electric, and gas industries. The Senior Attorney will appear primarily before the Florida Public Service Commission. Description: The Massachusetts Department of Public Utilities (DPU) has an exciting job opportunity for an attorney to join the DPU’s Legal Division to work as a Hearing Officer (Counsel II) on matters involving oversight of the electric power, natural gas, and water industries. DPU's work takes place in a rapidly evolving energy landscape, with an emphasis on mitigating and adapting to climate change, while maintaining reliable, safe, and affordable energy to Massachusetts.  Proceedings that come before the Department cover various areas of administrative and energy law. The Department seeks candidates to serve as Hearing Officers on agency proceedings regarding oversight of the electric power, natural gas and water industries in the Commonwealth. The Hearing Officer will work on a wide range of regulatory matters as part of a team with other attorneys as well as technical staff (e.g., analysts, engineers, economists). Proceedings may be adjudications, rulemakings, and notices of inquiry.  Each proceeding may have multiple parties and involve complex legal and technical issues (e.g. energy policy, new legislation, rate-setting).  This position involves a substantial amount of legal writing.

Title: Project Manager I/II - Demonstration Projects 

Description: NYSERDA seeks an individual who is enthusiastic about advancing building and facility decarbonization to join our Demonstration Projects team. This interdisciplinary team is part of the Clean and Resilient Buildings unit that engages with both private and public market sectors to increase the adoption of building energy efficiency and electrification across all sectors of the built environment in New York State. This team currently supports demonstration programs including Commercial and Industrial Carbon Challenge, Clean Green Schools, Empire Building Challenge provides services for new construction, gut rehab, adaptive change of use, and thermal energy networks across single owner, multi-owner and municipal networks.  The Project Manager/ Project Manager II will be responsible for managing project-related activities for our New Construction and Thermal Energy Networks programs from concept and design, through development, production, and execution. The Project Manager will assist in planning and developing interventions and strategies that overcome market barriers, encourage private capital investment, and accelerate the scale and penetration of clean energy. Title: Project Manager Clean Transportation 

Description: The State of New York has also committed, through legislation, to rapidly transitioning the approximately 45,000 school buses in 700 school districts across the State to zero-emission buses, with all new school buses purchased being zero-emission starting in 2027 and all school buses being zero-emission starting in 2035. The successful candidate will manage projects related to policy and market barriers impeding adoption of electric school buses (ESBs) in New York State. This will include identifying obstacles to ESB adoption and engaging stakeholders and working with other state agencies and consultants to develop and implement new solutions to remove the identified obstacles. This position requires someone with a strong practical background in transportation electrification and proven interpersonal skills.  Experience leading teams of consultants in complex undertakings is critical. A successful candidate should be able to identify current and future market and technical barriers to ESB adoption based on previous experience and future research. The division is seeking an Engineering Specialist, Project Engineer or Engineer who has a desire to work in the utility regulatory industry, with a strong initiative, and would like to expand their knowledge, skills and experience performing routine to highly advanced engineering work on a broad range of infrastructure issues. Description: The Bureau Director of Audit and Accounting (Administrative Manager) position is primarily responsible for managing staff and work planning for investor-owned and municipal electric rate cases, highly complex audits of electric and natural gas utilities, holding companies, and affiliated interests, and other financial investigations and policy updates before the Commission. This position serves as a significant and contributing member of the Division of Energy Regulation and Analysis’ (DERA) Core Management Team (CMT) and works under the general supervision of the DERA Deputy Administrator. This position requires independent performance and decision-making in technical and highly complex matters affecting utility regulation throughout the state of Wisconsin. As the Commission’s subject matter expert on accounting and audit policy issues, this position requires thorough knowledge of utility rate-making theory and accounting practices, including a thorough knowledge of the Uniform System of Accounts and Generally Accepted Accounting Principles.
