Title: Energy Policy Analyst
Description: Under general direction of the Project and Program Supervisor, the analyst will support the planning, development and implementation, and oversight of demand response and demand flexibility management policies and programs. They will conduct economic, policy and/or technical analyses and research associated with demand response programs, pilots and policies. The analyst will make recommendations of regulatory, policy and technical issues regarding the CPUC proceedings and/or work with a team that oversees implementation of policies and programs that result from these CPUC and legislative processes. The analyst will support the Demand Response section in the development of policy-oriented work products that are used to advise and assist high-level decision-makers such as Commissioners, Judges, and Energy Division management. The analyst will perform other work as necessary, such as writing and presenting reports, engaging with external stakeholders, coordinating with other California organizations and agencies (e.g., the California Energy Commission, California Independent System Operator), and responding to outside inquiries.

Title: Medium- and Heavy-Duty ZEC Specialist
Description: Under general direction of the Program and Project Specialist, PUC in the Commercial and Industrial ZEV Technologies and Infrastructure Branch of the Fuels and Transportation Division, the incumbent provides technical leadership in the planning, development, and implementation of the Energy Commission’s Clean Transportation Program and vehicle-grid integration; conducts complex analyses and develops strategies to transition California’s transportation by focusing on the deployment of hydrogen refueling and electric vehicle charging infrastructure to achieve the goals of the state. As a subject matter expert with a high degree of knowledge, skills, and expertise at a high working level, performing duties needing advanced knowledge; conducts the most complex technical and techno-economic analyses of zero-emission vehicle charging and refueling infrastructure deployment and informs decision-makers on strategies for achieving the state’s energy goals; and fosters governmental and private sector collaboration. The incumbent develops grant funding opportunities, develops and manages agreements, and engages in other funding and non-funding activities to support vehicle-grid integration and vehicle to grid advancement. Title: Senior Utilities Engineer
Description: The Senior Utilities Engineer (SUE) will conduct engineering and analytical work within the Public Advocates Office. Under supervision of the Program and Project Supervisor in the Safety Policy Section of the Safety Branch, the SUE will analyze utility safety issues, with a principal focus on utility safety culture and on de-energization policy. The SUE will advocate for efficient, transparent, and effective programs to improve energy utility safety, while avoiding harm to the public and reducing the environmental consequences of catastrophic safety incidents. The SUE will also participate in enforcement cases related to wildfires or other safety incidents, where the Public Advocates Office promotes safety improvements and pushes for outcomes that hold utilities accountable for negligence or mismanagement. In addition, the SUE may perform a wide variety of engineering and analytical assignments related to the risk mitigation and safety of utility infrastructure in the electric, gas, telecommunications, and water sectors. The SUE may work on general rate case proceedings and perform relevant economic and policy analysis.

Title: Compliance and Enforcement Specialist
Description: Under direction of the Energy Resources Specialist III (Supervisory) of the Office of Compliance Assistance and Enforcement (OCAE), the incumbent independently performs the varied, complex, technical, and analytical work on the topics of energy efficiency and decarbonization, specifically, Title 24, Part 6 (Building Energy Code) and Title 20 Building Benchmarking Requirements (Benchmarking). This Office has primary responsibility of providing compliance assistance to support the successful implementation of California’s Building Energy Code and Benchmarking requirements and performing direct enforcement of these requirements. The incumbent will interact directly with authorities having jurisdiction (AHJs), consumers, building owners, contractors, energy consultants, Contractors State Licensing Board, third party inspectors, and other stakeholders regarding Building Energy Code compliance and enforcement. In addition, the incumbent represents the California Energy Commission (CEC) before various government agencies and industry professionals with respect to compliance and enforcement with Building Energy Code and Benchmarking activities. Title: Refinery Data Specialist
Description: The Energy Commission II (ECS) is under the general direction of the Program and Project Supervisor in the Transportation Fuels Data Collection Unit in the Energy Assessment Division. The ECS II is the prime subject matter resource in the effort to analyze changes in California resulting from current and proposed state and federal policies on transportation energy. The incumbent quantifies the changes in the California transportation energy market resulting from these changes and acts as the lead analyst in determining changes in pricing patterns for fuel in the California transportation market. The incumbent manages contractor model development to quantify transportation policy goals and regulation effects on California and identify any decision points along the forecast path that require government intervention and synthesize the results of this work into written reports to be used by the California Energy Commission (CEC). The incumbent is also the prime resource for developing alternative and renewable fuels data collection to monitor and assess changes in the transportation fuels market's competitive structure as alternative and renewable fuels begin to displace traditional fuels. The incumbent will be required to work in a team environment as a leader, primary subject matter and technical expert, and may serve as technical support to the CEC management.

Description: The Office of Policy and Docket Management division (OPDM) supports of the Public Utility Commission of Texas (PUCT) Commissioners, including when they act collectively as the Commission. OPDM is composed of three sections that work cooperatively to support the Commission’s decision-making and adjudicatory responsibilities. The Commission Advising is made up primarily of attorneys who advise the Commissioners and serve as their legal advisors in contested cases. Advisors work directly with the Commissioners on a regular basis, supporting legal research, analysis and decision-making on the complex and high-impact matters. This section works closely with one another and their reviewers to research, draft, and prepare written materials for, and on behalf of, the Commission. The Docket Management section consists of administrative law judges (ALJs) and legal assistants who oversee and guide the processing of contested cases. ALJs and legal assistants work collaboratively on the issuance of orders and proposals for decisions across a wide range of proceedings. The professionals in this section develop deep expertise in administrative law and agency processes. The Administrative and Project Services section (APS) includes legal secretaries and project management staff who provide essential administrative support to OPDM and the Commissioners. APS staff assist with critical tasks such as filings and coordination and help ensure the agency’s compliance with statutory and procedural requirements, including those under the Open Meetings Act.
