California

Title: Senior Regulatory Analyst 

Description: Under the general direction of the Project and Program Supervisor, the analyst will be part of a team of energy professionals and will use their analytical and critical thinking skills to solve complex regulatory problems. Specifically, the analyst will assist with policy development relating to building decarbonization in various rulemakings and work relating to zonal electrification, as directed by SB 1221 (Min, 2024). The analyst will also oversee implementation of CPUC building decarbonization policy and/or programs. This is a senior-level analyst position and will involve the responsibility of providing regulatory oversight for large energy programs, collaborating with multi-disciplinary teams, developing technical research and overseeing evaluation studies, leading meetings and providing presentations, and all aspects of achieving the state's goals of addressing climate change through building electrification.

Title: Public Utilities Regulatory Analyst I 

Description: The Electric Pricing and Customer Program (EPCP) Branch within the Public Advocates Office is seeking a Public Utilities Regulatory Analyst (PURA) I to join its Customer Programs team. The Public Advocate's Office is the independent consumer advocate at the California Public Utilities Commission (CPUC). Under the supervision of the Program and Project Supervisor, the successful candidate will conduct economic, financial, and policy research and analysis related to distributed energy resources (DERs), with an emphasis on renewable generation and energy efficiency. The incumbent will take a role in research and analysis as well as write reports, testimony, and other advocacy materials and make recommendations to senior staff and management. The analyst will also represent ratepayer interests in workshops, working groups, industry and stakeholder meetings, legislative hearings, or in other agency forums.

Title: Public Utilities Regulatory Analyst III 

Description: Performs technical research and analysis on the DDTP program as part of an ongoing review of program, policy, contracts and related invoices, the multi-million-dollar equipment or relay-related contract areas, for compliance with terms and the Commission policy and decisions along with State contracting rules. Incumbent prepares payment letters; coordinates as necessary with contractors/vendors, other Commission staff including Administrative Services, Legal and CD, and others as required. Responsible for contractor evaluation or coordination of contract evaluation efforts and the issuance of new contracts (e.g., IFB/RFP) or amendments where required. Reviews and analyzes performance measures and tracks contractor performance. Performance standards are negotiated and set in the contracts and the performance measurements result from consumer feedback surveys. Incumbent analyzes those results in order to assess contractor performance and assess penalties that are set in contracts. Develops portions of the annual program budget per PU Code 273 and required reports including triennial audit and annual program report per PU Code 274. The audit reports include financial and compliance information about program-related costs and activities for the DDTP. Incumbent researches and analyzes upcoming expense levels for new program budgets and makes recommendations in Resolutions which go before the Commission for approval. Forecast analysis includes analyzing data on population/demographic, industry and technological (e.g., Internet) changes as well as local and state statutory changes which directly impact future years' services and volume.

Title: Senior Utilities Engineer 

Description: The Senior Utilities Engineer (SUE) will conduct engineering and analytical work within the Public Advocates Office. Under supervision of the Program and Project Supervisor in the Safety Policy Section of the Safety Branch, the SUE will analyze utility safety issues, with a principal focus on utility safety culture and on de-energization policy. The SUE will advocate for efficient, transparent, and effective programs to improve energy utility safety, while avoiding harm to the public and reducing the environmental consequences of catastrophic safety incidents. The SUE will also participate in enforcement cases related to wildfires or other safety incidents, where the Public Advocates Office promotes safety improvements and pushes for outcomes that hold utilities accountable for negligence or mismanagement. In addition, the SUE may perform a wide variety of engineering and analytical assignments related to the risk mitigation and safety of utility infrastructure in the electric, gas, telecommunications, and water sectors. The SUE may work on general rate case proceedings and perform relevant economic and policy analysis.

Title: Assistant General Counsel 

Description: The Assistant General Counsel of the Government Law Advisory Section (AGC-Government Law) will supervise attorneys advising on the California Political Reform Act, California Government Code section 1090, and other conflicts-of-interest laws, the California Public Records Act, state contract administration, and employment law. As part of these duties, the AGC-Government Law will litigate or supervise the litigation of superior court lawsuits and appeals or State Personnel Board cases relating to any of the above-mentioned areas. The AGC-Government Law will also supervise a team of Legal Analysts and a Legal Support Supervisor, who manages a team of Legal Secretaries. The AGC-Government Law may also serve as the Commission’s Ethics Officer if requested by the General Counsel. The AGC-Government Law will ensure that the Government Law Advisory Section meets the standards established by the General Counsel on supporting client operational needs, work product quality, productivity and timeliness, collegiality, and fulfillment of the duties and principles of public administration, personnel management, and supervision. The AGC-Government Law will embody and exemplify the highest standards of ethics and professionalism. The AGC-Government Law also will engage in Legal Division-wide and Commission-wide management initiatives, including but not limited to strategic planning, process improvement, recruitment and hiring, and training. The AGC-Government Law will cultivate the professional growth of their team and perform other duties as necessary or directed by the General Counsel or Deputy General Counsel.

Title: Compliance and Enforcement Specialist

Title: Policy Advisor 

Description: The incumbent will evaluate petroleum refinery power generation and use in relation to refinery operations and also evaluate associated impacts to the refineries to support the development and evaluation of regulatory and policy tools recommended by the Vice Chair, including but not limited to evaluation of refining margins, minimum inventory requirements, re-supply requirements, regional and alternative fuel specifications, and system-wide investments required for safety and resiliency. The incumbent will work with economists, engineers, and analysts to provide technical expertise on operations across the petroleum refining value chain. Title: Refinery Data Specialist 

Description: The Energy Commission II (ECS) is under the general direction of the Program and Project Supervisor in the Transportation Fuels Data Collection Unit in the Energy Assessment Division. The ECS II is the prime subject matter resource in the effort to analyze changes in California resulting from current and proposed state and federal policies on transportation energy. The incumbent quantifies the changes in the California transportation energy market resulting from these changes and acts as the lead analyst in determining changes in pricing patterns for fuel in the California transportation market. The incumbent manages contractor model development to quantify transportation policy goals and regulation effects on California and identify any decision points along the forecast path that require government intervention and synthesize the results of this work into written reports to be used by the California Energy Commission (CEC). The incumbent is also the prime resource for developing alternative and renewable fuels data collection to monitor and assess changes in the transportation fuels market's competitive structure as alternative and renewable fuels begin to displace traditional fuels. The incumbent will be required to work in a team environment as a leader, primary subject matter and technical expert, and may serve as technical support to the CEC management.

Title: Deputy Public Advocate 

Description: The Deputy Public Advocate serves as the principal advisor to the Public Advocate, co-leading DPA’s management and DPA’s strategic and policy priorities.  The Deputy will work hand-in-hand with the Public Advocate on Delaware public utility and Public Service Commission work, State energy and utility policy work, representing and advocating for consumers, and representing Delaware consumer interests on regional and federal energy policy. Description: The Senior Attorney the Florida Public Service Commission hires will work in the Economic Regulation Section of the Office of General Counsel. This Section handles legal work for the Commission concerning ratemaking, certification, and territorial issues in the water, wastewater, electric, and gas industries. The Senior Attorney will appear primarily before the Florida Public Service Commission. Description: The Massachusetts Department of Public Utilities (DPU) has an exciting job opportunity for an attorney to join the DPU’s Legal Division to work as a Hearing Officer (Counsel II) on matters involving oversight of the electric power, natural gas, and water industries. DPU's work takes place in a rapidly evolving energy landscape, with an emphasis on mitigating and adapting to climate change, while maintaining reliable, safe, and affordable energy to Massachusetts.  Proceedings that come before the Department cover various areas of administrative and energy law. Texas

Title: Administrative Law Judge 

Description: The Office of Policy and Docket Management division (OPDM) supports of the Public Utility Commission of Texas (PUCT) Commissioners, including when they act collectively as the Commission.  OPDM is composed of three sections that work cooperatively to support the Commission’s decision-making and adjudicatory responsibilities. The Commission Advising is made up primarily of attorneys who advise the Commissioners and serve as their legal advisors in contested cases.  Advisors work directly with the Commissioners on a regular basis, supporting legal research, analysis and decision-making on the complex and high-impact matters.  This section works closely with one another and their reviewers to research, draft, and prepare written materials for, and on behalf of, the Commission. The Docket Management section consists of administrative law judges (ALJs) and legal assistants who oversee and guide the processing of contested cases.   ALJs and legal assistants work collaboratively on the issuance of orders and proposals for decisions across a wide range of proceedings. The professionals in this section develop deep expertise in administrative law and agency processes. The Administrative and Project Services section (APS) includes legal secretaries and project management staff who provide essential administrative support to OPDM and the Commissioners. APS staff assist with critical tasks such as filings and coordination and help ensure the agency’s compliance with statutory and procedural requirements, including those under the Open Meetings Act. 

Title: Rate Analyst 

Description: Turn economic analysis into regulatory decisions that impact millions of Texans. Tariff and Rate Analysis is seeking a Rate Analyst, to support the PUCT’s Rate Regulation Division by evaluating utility cost and rate proposals, analyzing economic and statistical data, and reviewing filings from regulated electric, telecommunications, and water and sewer utilities. This role develops written recommendations for Commission decision-makers, participates in rate-setting proceedings and policy reviews, and helps ensure consumers across Texas receive fair, reasonable, and compliant utility rates. 

 

Wisconsin
